LIVING INTEGRITY AS A COMPONENT OF NATIONAL SECURITY

The consideration of residential real estate as an institutional component of national security in the context of a protracted security crisis is substantiated. It is shown that the housing sector is not only a market asset and an object of social policy, but also a security resource through which the ability of the state and communities to withstand shocks, recover and maintain social cohesion is formed. Based on an interdisciplinary review, the socio-demographic, legal and infrastructure-energy dimensions are integrated and four key channels of the impact of housing on security are synthesized: humanitarian-demographic, energy, migration-integration and institutional-legal. The novelty lies in the operationalization of the security role of housing through a cascade model - from sources of destabilization to policy instruments - and a systemic map of cause-and-effect relationships, which connects technical and market failures with consequences for critical networks, payment discipline and demographic decisions. Policy priorities are proposed: scaling up thermal modernization and energy demand management; integrating civil protection requirements into building standards; accelerating the restoration of utility networks; using financial instruments to reduce household debt burden. The role of institutional, organizational, and financial capacity of communities as a moderator of shock transmission is emphasized. The practical significance of the approach lies in creating a basis for systematic monitoring of resilience and prioritization of reconstruction projects in accordance with the international framework for risk reduction and the doctrine of national resilience. Thus, the proposed cascade model and systemic map serve as a practical tool for identifying and managing risks in the housing sector. The implementation of the outlined policy priorities, with a particular focus on increasing community capacity, will reduce the potential for social destabilization, increase the resilience of households, and accelerate the country's recovery.
