FACTORS OF THE INFLUENCE OF REGIONAL ECONOMIC SYSTEMS ON INTELLECTUAL AND INNOVATIVE DEVELOPMENT

The purpose of the study is to identify factors of influence on the intellectual and innovative development of regional economic systems in modern conditions. In the conditions of the modern global economy, intellectual and innovative determinants act as key drivers of the development of leading countries in the world. It is substantiated that the intellectual and innovative direction of the development of regional economic systems should occur continuously, which is manifested in the consistent transformation of socio-economic processes in the region, aimed at achieving a high level of competitiveness and the ability to adapt to new conditions due to intellectual and innovative determinants. The main factors influencing the formation of an effective model of intellectual and innovative development of regional economic systems are identified, including: the degree of state regulation of innovation processes in the region; the availability of financial incentives for the implementation of innovations; the innovation policy of local governments; level of competitiveness of the region; development of innovation infrastructure; state of socio-economic development; personnel support for innovation activity; availability of intellectual capital and formation of intellectual potential. It is substantiated that a necessary condition for the development of innovations is the formation of a favorable institutional environment that stimulates entrepreneurial activity, provides investors with guarantees and mechanisms for protection against risks, and also contributes to the establishment of effective interaction between all stakeholders. It is proven that when managing the intellectual and innovative development of regional economic systems, it is necessary to take into account factors that have a negative impact on the adoption of management decisions and reduce the effectiveness of their implementation in ensuring the intellectual and innovative direction of the development of regional economic systems. Such factors include: instability of the institutional system, as well as financial and economic, scientific and technical, socio-demographic and environmental factors.
