FINANCIAL AND ECONOMIC STIMULATION OF THE USE OF ENERGY-EFFICIENT AND ENVIRONMENTALLY FRIENDLY BUILDING MATERIALS IN THE PROCESS OF POST-WAR RECONSTRUCTION

The combination of the need for rapid post-war reconstruction with the need to form an environmentally safe, sustainable, energy-efficient economy that would meet modern European standards makes the topic of the study relevant. The purpose of the article is to study the issue of financial and economic stimulation of the use of energy-efficient and environmentally safe building materials in the process of post-war reconstruction. It is proven that today the construction industry can provide stimulation of the economy and solve the most important tasks, both industrial and social. However, the current situation requires a change in approaches to managing its development, attracting large-scale investments and implementing innovative solutions in the activities of enterprises, considering methods based on scientific research and practices confirmed by world experience. It is determined that financial and economic stimulation of the use of energy-efficient and environmentally friendly building materials during post-war reconstruction is one of the main factors in the formation of a new growth strategy for the construction industry of Ukraine. The introduction of a system of tax benefits, preferential lending, grant support and cost compensation mechanisms creates conditions for the active implementation of modern "green" technologies. It has been established that the use of energy-saving and environmentally friendly materials not only ensures long-term resource savings and reduces building maintenance costs, but also strengthens the state's energy independence and forms a positive image of the country, which results in a simplified procedure for integration into the global market of innovative technologies. It is substantiated that financial and economic stimulation is a strategic tool that combines economic benefit, environmental responsibility and social mission, thereby creating the basis for sustainable restoration and modernization of Ukrainian cities and regions.
