DECISION-MAKING IN THE CONTEXT OF DYNAMIC SECURITY RISKS AT THE LOCAL LEVEL

In the modern world, which is characterized by constant change and the emergence of hybrid threats that combine military, economic, political, and cyber elements, the topic of decision-making under dynamic security risks at the local level is becoming exceptionally relevant. These challenges are not static; they are constantly evolving, requiring local authorities, non-governmental organizations, and business communities to take quick, flexible, and effective actions in an environment of deep uncertainty. The problem extends beyond purely military conflicts to include natural disasters caused by climate change, technological accidents involving critical infrastructure, economic crises linked to supply chain disruptions, and social challenges such as population migration. Research on this topic is deeply interdisciplinary, combining the achievements of various scientific fields. Political science and sociology analyze community resilience, the role of local self-government, and informal institutions in crisis situations. Management and decision theory provide methodologies for rational choice under conditions of risk and limited information, while cybersecurity focuses on protecting the digital infrastructure that is becoming critically important for all sectors. Within the scope of the study, the specifics of decision-making were analyzed in the context of various areas of the local economy, highlighting their unique vulnerabilities and adaptation strategies: as the foundation of local economies, demonstrate high adaptability due to their flexibility and ability to collaborate within business communities; craft production and high-tech engineering businesses require intellectual property protection and a specialized approach to risk management; the energy sector and logistics infrastructure are critically important, as their destruction causes cascading risks for the entire economy and the functioning of communities. Thus, effective risk management at the local level requires not only technical solutions but also the development of social capital, cooperation, and the building of community resilience.
