ENSURING UKRAINE'S ENERGY SECURITY: THE ROLE OF GAS MARKET STATE REGULATION AND EU INTEGRATION

The article explores the theoretical and practical aspects of state regulation of the gas market and its role in ensuring national security and sustainable economic development amidst new challenges. It notes that the specific natural and structural features of gas markets, their tendency toward monopolization, and their strategic importance for the economy and society necessitate active government intervention. This issue has become particularly urgent for Ukraine, which faces large-scale destruction of energy infrastructure and disruption of logistics chains as a result of armed aggression. The purpose of this study is to substantiate the key directions for state regulation of the gas market in Ukraine, taking into account the challenges of wartime and based on a comparative analysis of domestic and leading European experience. The methodological foundation of the work is a systematic analysis of the economic, social, environmental, and geopolitical factors that justify the appropriateness of state regulation. An analysis of global experience, particularly from EU countries, demonstrates the evolution of regulation from rigid administrative methods to flexible market-based tools aimed at strengthening competition, integration, and supply security. Mechanisms such as the EU energy packages, price correction tools, joint procurement, and mandatory gas storage reserves have proven their effectiveness in crisis situations. Based on this comparative analysis, the article concludes that despite significant progress in implementing EU norms, Ukraine's institutional environment requires further improvement, specifically in ensuring market transparency, optimizing tax regulation, and achieving full integration into the single European energy network. Thus, the article substantiates that adapting advanced EU experience is a key factor for creating a resilient, independent, and competitive gas market in Ukraine, which is crucial for reconstruction and ensuring long-term energy security.
