DEVELOPMENT OF ECO-INDUSTRIAL PARKS ON THE BASIS OF CIRCULAR ECONOMY

The current linear economic model is unsustainable, leading to significant environmental pressure, resource depletion, and a decline in the quality of life. In response, the circular economy has emerged as a key global paradigm, focusing on resource efficiency and sustainable waste management. While many developed nations are actively transitioning to this model, Ukraine is still in the early stages. The article argues that the shift to a circular economy is not merely a technological or economic challenge but a profound socio-economic and ecological transformation. This transition must be based on the principles of justice, sustainability, and inclusivity to prevent the exacerbation of existing social inequalities. Implementing these changes requires a systemic approach, where state support is integrated across all levels: macro, meso, and micro. Ukraine needs to move beyond its national standards and set more ambitious, globally relevant goals to be competitive. For the successful development of eco-industrial parks based on the principles of a circular economy, Ukraine must focus on more ambitious international goals. This requires improving the quality of governance and attracting innovative solutions. Eco-industrial parks, integrated with the principles of a circular economy, can become a powerful tool for increasing the sustainability and competitiveness of production in Ukraine, while contributing to the achievement of important environmental and social goals. It is noted that Ukraine has already started utilizing global green financial instruments such as green bonds and green investment funds to support eco-friendly projects. The ideal model for managing eco-industrial parks involves a completely closed-loop system where all resources and waste are managed within the park's boundaries. While this model is difficult to fully implement in practice, it should remain the ultimate goal. It has been demonstrated that integrating circular economy principles into the development of eco-industrial parks in Ukraine is a powerful tool for enhancing industrial resilience and competitiveness. This approach can simultaneously contribute to achieving crucial environmental and social objectives, aligning the country with global sustainable development trends.
