STRATEGIC MANAGEMENT OF INTELLECTUAL AND INNOVATIVE DEVELOPMENT OF REGIONAL ECONOMIC SYSTEMS

The article is devoted to the substantiation of the theoretical and methodological principles of strategic management of intellectual and innovative development of regional economic systems. It is proved that the strategic goal of management of regional economic systems is to ensure legal equality of citizens regardless of their place of residence, environmental safety and economic development, which is possible due to the activation of intellectual and innovative determinants of regional development. It is found out that the economic essence of strategic management of intellectual and innovative development of regional economic systems is the purposeful implementation of the chosen strategy, which performs two interrelated functions, namely, it provides the definition of the target guideline, outlines the trajectory of economic movement in time and space through the formation of priority areas of intellectual and innovative development of regional economic systems, and also serves as the basis for building a dynamic model of expedient and systemic activity, including intellectual and innovative, which takes into account the influence of both external and internal environmental factors. It is substantiated that the principles of intellectual and innovative development of regional economic systems are based on such fundamental organizational and managerial principles as: strategicity, systematicity, resource mobilization and coordination of interests. It is proved that regional strategic management is implemented within the framework of a new paradigm, in which the state and regions are considered as equal systems with their own goals in activating intellectual and innovative determinants of development, taking into account available resources and latent opportunities. The main advantages of strategic management of intellectual and innovative development of regional economic systems include: specific target-oriented determination of the vector of regional development; coordination of the activities of regional entities; clear organizational distribution of tasks to achieve the set goals; consideration of threats and risks of the development of regional economic systems; identification of alternative means and selection of the necessary tools. Factors that have a negative impact on the effectiveness of strategic management of intellectual and innovative development of regional economic systems are highlighted.
