THE ROLE OF STATE AND INTERNATIONAL SUPPORT FOR SMALL BUSINESS IN STRENGTHENING RESILIENCE AND RECOVERY OF UKRAINE’S ECONOMY

In the context of a full-scale war, small businesses in Ukraine play a crucial role in maintaining economic activity, supporting local communities, and creating new jobs. However, under the pressure of wartime challenges, small enterprises face unprecedented risks – the loss of sales markets, logistical constraints, and a shortage of financial resources. Therefore, ensuring effective state support and attracting international assistance has become one of the top priorities for stabilizing and developing this sector. Analyzing the tools and mechanisms for supporting small businesses is essential for shaping strategies for the country’s economic recovery. The purpose of this article is to conduct a systematic analysis of the areas and forms of state and international support for small businesses in Ukraine as of the end of 2023, as well as to assess their impact on strengthening the resilience of the entrepreneurial sector and preparing for post-war economic recovery. The study employs structural-functional analysis, systematization of support programs, content analysis of official reports (by the Ministry of Economy of Ukraine, USAID, EU4Business, KSE Foundation, Office for Entrepreneurship and Export Development), and comparative analysis of best practices in international support. The article summarizes and systematizes the main support programs for small businesses: financial assistance (grants, preferential loans, compensations), infrastructure support (industrial parks, business relocation programs), educational and consulting initiatives (Diia.Business platform, EU4Business), and export promotion programs. The role of small business as a driver of regional resilience and innovative development during wartime is emphasized. The article provides a comprehensive assessment of the effectiveness of small business support mechanisms during the war, offers recommendations for their further development, and consolidates practical experience of cooperation between the state, business, and international partners. The results of the study can be used to improve national entrepreneurship support policy, develop new instruments to stimulate small businesses, and shape Ukraine’s economic recovery strategy.
