POST-INDUSTRIAL PARADIGM OF INTELLECTUAL AND INNOVATIVE DEVELOPMENT OF REGIONAL ECONOMIC SYSTEMS

The article substantiates the principles of the post-industrial paradigm of intellectual and innovative development of regional economic systems. Transformational changes in the economy and society increasingly lead to the emergence of new models of interaction, devoid of rigid spatial binding, which actualizes the need to form a modern scientific paradigm that would integrate intellectual and innovative determinants into the concept of regional development. The purpose of such a theoretical and methodological rethinking is to determine the conceptual principles of forming effective mechanisms and strategies for regional development, capable of ensuring the dynamic transition of the regional economy to higher levels of competitiveness and sustainability, relying on knowledge, innovation, information, intellectual capital and creative potential as the leading resources of modernity. The study of the conceptual and categorical apparatus for isolating the essence and features of the paradigm was substantiated, and it was proved that the paradigm of social development is not only a model, a standard, a vector for achieving the set goals of social development, but also a certain philosophy of their achievement, which is an integrated system based on certain theoretical concepts and has an extensive methodological basis in the form of isolating the laws of development and its direction, basic theoretical postulates, hypotheses, assumptions, functions, principles, models of problem formulation, methods, research approaches that dominate in a certain period of scientific development. It is proved that the modern dimension of the theoretical and methodological foundations of paradigmatic development is aimed at the transformation vector of the post-industrial development of society and economic systems of various levels, including at the level of regional economic systems. The need to form a new paradigm is due to deep structural changes that cover not only the economy, but also the entire system of spatial organization of society. The systemic structure of the post-industrial paradigm performs methodological, conceptual, analytical, and communicative functions.
