CURRENT TRENDS IN PUBLIC PROCUREMENT AND MONITORING OF THEIR PROCEDURES IN UKRAINE

The article substantiates the importance of public procurement as a tool for implementing economic policy, solving tactical and strategic tasks of the state. The peculiarities of public procurement in Ukraine during the war are described, the key strategic principles of their functioning in the postwar period are determined. It was emphasized that the only central body of executive power that is authorized to exercise state financial control over compliance with the law in procurement by monitoring their procedures is the State Audit Office of Ukraine. The main gaps in the legislation in the field of public procurement, which create difficulties in exercising control over them, are considered. Emphasis is placed on the fact that in today's realities of Ukraine monitoring of public procurement as a form of control is, of course, necessary, effective and has no alternative, and gaps and problems with the implementation of control functions in their implementation require immediate resolution. It is argued that further optimization of the public procurement system and their monitoring should be based on best practices abroad and contribute to the rapid reconstruction of Ukraine.
