Abstract

The article examines the theoretical and methodological foundations for developing a strategic model of quality management in general secondary education based on the concept of institutional capacity of educational institutions. The study substantiates the economic and managerial nature of the category “quality of education” as an integrated indicator of the effectiveness of the educational system, which is formed through the interaction of institutional resources, managerial competencies, and strategic planning mechanisms. Particular attention is given to the transformation of traditional administrative approaches to education management in the context of modern socio-economic challenges, decentralization of governance, and the expansion of institutional autonomy of educational institutions. The research analyzes scientific approaches to defining the concept of educational quality and systematizes the main theoretical interpretations developed in the fields of pedagogy, economics, and public administration. It is argued that educational quality should be considered not only as compliance with educational standards and learning outcomes but also as a strategic management category that reflects the ability of an educational system to adapt to external challenges, ensure efficient resource allocation, and generate long-term socio-economic value. A multi-level model of strategic quality management in general secondary education is proposed. The model integrates four key components: institutional capacity, strategic capacity, process management, and qualimetric monitoring. Their interaction forms a comprehensive management framework aimed at achieving sustainable educational outcomes and improving the effectiveness of educational institutions. The model also incorporates elements of strategic management, including long-term planning, resource management, organizational development, and continuous quality improvement. The results of the research confirm that the transition from an administrative control model to an integrated strategic management model based on institutional capacity is a necessary condition for improving the quality of general secondary education in modern conditions.
