ECONOMIC POTENTIAL OF THE FRUIT AND BERRY SECTOR WITHIN THE STRUCTURE OF THE NATIONAL ECONOMY AND THE FOOD SECURITY SYSTEM

The article provides a comprehensive assessment of the economic potential of Ukraine’s fruit and berry sector within the national economy and the food security system, under conditions of structural transformation, wartime challenges, and increasing integration into global agri-food markets. The relevance of the research is determined by the agri-food sector's growing role as a key source of foreign-currency revenues and a stabilizing factor for macroeconomic performance amid geopolitical instability. The study substantiates that the fruit and berry industry represents one of the most dynamic and technologically advanced segments of agricultural production, characterized by high value-added potential, export orientation, and increasing integration into European markets. Attention is paid to the rapid development of the frozen berry segment, which demonstrates Ukraine’s gradual transition from a predominantly raw-material export model toward deeper processing and greater participation in global value chains. Theoretical approaches to defining the sector's economic potential are analyzed, including the resource-based, functional, systemic, and reproduction-oriented perspectives. Based on these approaches, a structural model of the sector’s economic potential is proposed, incorporating components of production, exports, innovation, investment, labor, and transport. The integration of quantitative and qualitative indicators is argued to be essential for identifying growth reserves, modernization priorities, and long-term drivers of competitiveness. Empirical analysis of macroeconomic indicators demonstrates that in 2023, the share of agri-food products in Ukraine’s total exports increased to 62%, while total agri-food exports reached approximately USD 21.8 billion. Record levels of frozen raspberry exports and Ukraine’s stable position among leading strawberry producers in Europe confirm the presence of competitive advantages in specialized market niches. Regional concentration of production in the country's western and central regions contributes to rural employment, territorial specialization, and socio-economic resilience. The findings confirm that the fruit and berry sector performs a multidimensional economic function by generating gross value added, ensuring export diversification, strengthening integration into international markets, and contributing to national food security. The results may serve as a basis for developing sectoral development strategies, improving public policy instruments, and enhancing the sector’s resilience in the context of post-war recovery and European integration.
