FORMATION OF A STRUCTURAL AND FUNCTIONAL MODEL OF ORGANIZATIONAL SUPPORT FOR FINANCIAL AND ECONOMIC SECURITY MANAGEMENT OF BUSINESS ENTITIES

The article substantiates a structural and functional approach to the formation of organizational support for financial and economic security management of business entities. A subject-and-level organization of management is proposed, which distinguishes strategic, tactical, and operational levels and determines their functions, powers, responsibilities, and the nature of management decisions. A sequence of organizational procedures is developed, including identification of risks and threats, collection and analytical processing of information, assessment of their impact, formation of management response alternatives, decision-making and implementation, monitoring, control, and adjustment. A structural and functional model of organizational support for financial and economic security management of business entities is developed. The model integrates three interrelated contours: subject-and-level, functional-and-process, and information-and-communication. Their coordinated functioning is ensured through the distribution of powers and responsibilities, regulation of interaction, information exchange, coordination, control, and feedback. The proposed model combines vertical interaction between strategic, tactical, and operational management levels with horizontal coordination between functional units involved in financial and economic security management. Feedback ensures the cyclical nature of the management process and provides an information basis for reassessing risks and threats and adjusting management decisions. It is substantiated that the practical implementation of the model should be based on organizational variability while preserving its functional integrity. This makes it possible to adapt its structural configuration to the scale of operations, organizational complexity, functional specialization, and resource capabilities of a particular business entity while maintaining the general logic of financial and economic security management. The practical significance of the model lies in its applicability to the distribution of functions, powers, and responsibilities, regulation of management procedures, improvement of information and communication interaction, and coordination of management actors.
