BUDGET FINANCING OF THE CULTURAL SECTOR IN UKRAINE: REGIONAL DIFFERENCES AND OPPORTUNITIES FOR DIVERSIFICATION

The article examines changes in budget financing of culture in the regions of Ukraine during the full-scale war and focuses on the differences between regions. It shows that the nominal growth of local budget expenditures on culture after the decline in 2022 did not lead to a return to the pre-war level in real terms. At the same time, differences between regions became more visible, both in the share of culture in local budget expenditures and in the dynamics of financing. The analysis covers 2021-2025 and traces changes in both the scale of cultural financing and its place in the structure of local budget expenditures. The regions are grouped according to two indicators: the share of expenditure on culture in total local budget expenditures and the change in financing over the analysed period. This makes it possible to identify groups of regions with different combinations of budget priority and financing dynamics. The results show that weaker dynamics are typical not only of regions directly affected by hostilities and occupation, but also of some relatively safer regions. This means that regional differences in cultural financing may be influenced by a wider range of economic, budgetary, and institutional factors. The article also considers possible ways to diversify financing of the cultural sector through European Union programmes, international donor support, state support programmes and co-financing mechanisms. Such sources can supplement local budget resources under conditions of limited public financing. The practical value of the results lies in the possibility of using the proposed regional grouping in strategic recovery planning and in setting priorities for support of different regions. The results can be used for further research on regional differences in cultural financing and for identifying approaches to realizing the economic potential of culture in the process of post-war recovery. Further research into the relationship between financing, the financial capacity of local budgets, war-related losses and the needs for restoring cultural infrastructure can contribute to the development of more differentiated approaches to supporting culture in different regions.
