ORGANIZATIONAL AND ECONOMIC MECHANISM OF ADAPTIVE MANAGEMENT OF ENTERPRISES IN THE ENERGY SECTOR OF UKRAINE UNDER CONDITIONS OF LOW-CARBON TRANSFORMATION

The article develops the theoretical and methodological foundations for forming an organizational and economic mechanism of adaptive management of enterprises in Ukraine’s energy sector under conditions of low-carbon transformation, wartime instability, institutional volatility, and rising energy-security requirements. It is argued that traditional enterprise-management models based on stable environments, linear planning, and predictable resource flows lose their methodological adequacy under the simultaneous influence of energy shocks, infrastructure destruction, changing market rules, decarbonisation pressure, and the need for accelerated recovery. The purpose of the article is to substantiate and structure the organizational and economic mechanism of adaptive management of energy-sector enterprises as a component of an adaptive system of energy-development management based on the principles of a low-carbon economy. The methodological framework combines systems, process, situational, institutional, resource-based, and dynamic-capabilities approaches together with the theories of adaptive management, organizational resilience, and low-carbon development. The mechanism is defined as an integrated system of goals, principles, functions, tools, economic incentives, organizational contours, digital-analytical procedures, and feedback loops that ensure the stability, flexibility, effectiveness, and low-carbon orientation of enterprise development under prolonged uncertainty. The scientific novelty lies in the conceptual architecture of the mechanism, which integrates five interconnected contours: diagnostic-monitoring, strategic-scenario, organizational-coordination, financial-investment, and low-carbon transformation. A methodological approach to assessing adaptive management is proposed through an integral index combining structural, technological, investment-financial, organizational-digital, and resilience components. The empirical analysis of electricity generation, the renewable-energy share, capital investment, and financial results confirms the multidimensional, crisis-sensitive nature of adaptation and the expediency of the proposed approach.
