AGRARIAN DIPLOMACY IN THE SYSTEM OF INTERNATIONAL ECONOMIC PARTNERSHIP BETWEEN INDIA AND UKRAINE IN THE CONTEXT OF THE EMERGENCE OF THE AGRICULTURAL ATTACHÉ INSTITUTION

Abstract

The article examines the role of agrarian diplomacy in the system of international economic partnership between Ukraine and India in the context of the transformation of global food systems and the growing importance of the agricultural sector in international economic policy. The relevance of developing new institutional mechanisms for international cooperation in the fields of agricultural production, food trade, and food security is substantiated. Particular attention is devoted to the emergence of the institution of agricultural attachés as a specialized diplomatic mechanism aimed at promoting national economic interests, strengthening trade and economic cooperation, and expanding the presence of agricultural products in foreign markets. It is determined that, under current conditions, agrarian diplomacy serves as an important instrument for implementing the state’s foreign economic policy, combining economic, political, institutional, and humanitarian components of international interaction. It contributes to the coordination of activities among public authorities, businesses, research institutions, and international organizations in the development of the agricultural sector, the formation of stable food supply chains, and the sustainable use of natural resources. In this context, the Ukrainian-Indian partnership is considered a promising direction for the development of international economic cooperation, given the significant agricultural potential of both countries, the growing role of India in the global food security system, and Ukraine’s strategic interests in diversifying external markets for agricultural exports. The study analyzes the main directions of Ukrainian-Indian interaction in the field of agrarian diplomacy, including the expansion of trade and economic cooperation, the development of human capital, the introduction of digital governance tools, and the modernization of food systems. The possibilities of applying India’s experience in implementing digital development programs are examined, particularly in the areas of e-governance, the digitalization of administrative services, and the management of public sector information systems. It is demonstrated that the integration of digital technologies into public administration and agricultural policy creates new opportunities to increase the efficiency of state regulation, enhance the transparency of governance processes, and support the development of innovative models of agricultural production. Special attention is given to the role of the institution of agricultural attachés in the formation of a modern system of international agricultural representation. The main functions of agricultural attachés are identified, including analytical monitoring of agricultural markets, diplomatic support of trade negotiations, coordination of international investment and scientific-technical projects, and facilitation of interstate dialogue in the fields of agricultural policy and food security. The importance of training highly qualified human resources in the field of agrarian diplomacy is emphasized, which requires combining competencies in international economics, agricultural policy, trade law, institutional analysis, and intercultural communication. It is proven that the development of Ukrainian-Indian cooperation in the field of agrarian diplomacy has strategic significance for strengthening Ukraine’s international economic subjectivity, expanding the geography of its foreign economic activity, and diversifying export markets. Deepening cooperation between Ukraine and India in this sphere will contribute to the development of long-term mechanisms of international economic interaction, strengthening Ukraine’s position within the global food system, and shaping new institutional approaches to the implementation of agrarian diplomacy.
